Clive, Iowa: A National Champion in Trustworthy Governance

Written by Polco | January 20, 2026

In 2025, Clive, Iowa was named a National Champion for Excellence in Trust in Government as part of Polco’s  Best in Governance Awards.  This recognition is reserved for communities that achieve the highest levels of resident trust, as measured through the National Community Survey (NCS). Clive stood out among hundreds of communities surveyed over the past 18 months, achieving top-tier national benchmark ratings in nearly every trust-related measure.  Clive earned exceptionally high marks in all areas of governance, but scored exceptionally high when compared to national benchmarks in the areas of:

  • Treating residents with respect
  • Being honest
  • Overall confidence in Clive government
  • Acting in the best interest of the community
  • Being open and transparent to the public
  • Treating residents fairly.

“These awards spotlight local governments across the nation that exemplify transparency, responsiveness, and ethical leadership — as rated directly by their residents,” said Clive Mayor John Edwards. “From transparency and fairness to ethical conduct and resident inclusion, these results show what’s possible when leadership is grounded in values and driven by community voice. Clive received exceptionally high marks for treating residents with respect, being honest, acting in the best interest of the community, being open and transparent to the public, and treating residents fairly.”

These results signal more than just policy success — they reflect a deep, cultural commitment to earning and sustaining resident trust.

Why It Matters

When residents trust their local government, everything works better, from policy implementation to civic participation. In Clive, trust is built through accessible city services, consistent communication, and visible responsiveness to community needs. The city has created opportunities for residents to engage meaningfully, whether through feedback tools, public meetings, or proactive outreach.

And it shows. Residents report feeling heard, respected, and informed, which are cornerstones of a thriving democracy.

A Community Built for Connection

With just under 19,000 residents, Clive is a vibrant suburb of Des Moines known for its family-friendly neighborhoods, top-rated schools, and beloved Greenbelt Trail system. Its diverse and growing population enjoys a high quality of life, supported by responsive city leadership and an inclusive civic culture.
