NRC was founded over 20 years ago by President Tom Miller and Vice President Michelle Kobayashi, and Director of Research Erin Caldwell was one of the very first staff members. Previously, the three of them had worked together for the City of Boulder, Colorado. Tom, Michelle and Erin recognized a need in local government to incorporate the voices of residents in decision-making in a scientifically valid and representative way. This guided NRC to partner with the International City County Management Association (ICMA) to develop our flagship benchmarking surveys, such as The National Citizen Survey™ (The NCS™).
What We Do
NRC provides survey assessment, research and evaluation services for local governments and other public sector clients. Our most well-known products are The National Citizen Survey™ (The NCS™), The National Employee Survey™ ( The NES™), The National Business Survey™ (The NBS™) and The Community Assessment Survey for Older Adults™ (CASOA™). With these national benchmarking surveys comes a vast and rich database of thousands of resident opinions from over 600 jurisdictions nationwide. Tapping into this database allows us to put client survey results into meaningful context. In addition to our benchmarking surveys, we administer customized specialty surveys, designed to fit the unique needs of individual clients. We also facilitate workshops, present to city councils and are published in journals, websites and books.
