As Rachel M. Cohen highlighted in The American Prospect article Using Tech to improve Government, the mere availability of information doesn't equate to meaningful engagement.
Consider this: Governments often release lengthy PDFs detailing budgets and policies. While this satisfies the requirement for openness, how many citizens have the time, expertise, or motivation to delve into these dense documents? True democracy is built on informed consent, but if citizens can't comprehend what's presented, that consent becomes superficial.
